  5.     King Birendra Shah has ruled Nepal since 1972 without much
  6. of a nod to democracy. Political parties are outlawed, and the
  7. King effectively controls the parliament. Last week, as he
  8. confronted an increasingly militant popular movement for
  9. democracy, the monarch decided to appear conciliatory. He
  10. dismissed his hard-line Cabinet and promised to create a new
  11. government that would "consult people holding different
  12. political views."

  14.     Rather than ease tensions, Birendra's move sparked the worst
  15. violence and the most serious threat to his authority since
  16. pro-democracy forces took to the streets two months ago. As
  17. 200,000 demonstrators marched toward the royal palace in
  18. Katmandu, the capital, police started firing. Dozens of people
  19. were killed, and some witnesses claim the toll was much higher.
  20. Opposition leaders vowed to continue seeking a multiparty
  21. government and limits on Birendra's sweeping powers.
